Who is General J.R. Gorham?

I am James R. Gorham, the son of a Sharecropper and grew up on a farm in eastern North Carolina. I am married to my college sweetheart Barbara B. Gorham and we have three awesome children, Tony, Jamie, and Joshua. I am a retired Brigadier General of the North Carolina National Guard, a retired Vice President with First Citizens Bank and a past Commissioner of Juvenile Justice for North Carolina. I have lived in Kernersville for almost 30 years and served as the Treasurer of the YMCA for several years and was an active member of the Kernersville Rotary club until my retirement. Since then, I have spent the majority of my time working with exceptional children through the Boys and Girls clubs and mentoring at our local high schools, helping homeless Veterans, by way of the Veterans Leadership Council, and assisting inmates return to society with Inmates to Entrepreneurs.

  • Why am I running for the Kernersville Board of Aldermen?

    I moved to Kernersville almost 30 years ago to manage the First Citizens Bank. I was immediately embraced by a warm and caring community and during this time I found Kernersville to be a great place to raise a family. So, I am running for the Board of Alderman to bring a more diverse and inclusive mind set to the decision making process to the town I live in  and love so deeply. 


    In 2004, I was mobilize to serve this great country in Iraq to insure that this country, the United States of America, would always remain the land of the free and the home of the brave.  During the time of my absence the Kernersville community reached out to my family to help where there was a need.  Now is the time for me to reach out to my beloved community to serve her. Vote for the General.

  • Why did you want to seek public office?

     I moved to Kernersville almost 30 years ago to manage the First Citizens Bank.   • What is my support level of Funding and Personnel of the Kernersville Police Department?

    I have been a guardian of Public Safety both at the National and State level through my 38 years of service with the North Carolina National Guard. I also served as the commissioner of Juvenile Justice and the Executive Officer of Adult Corrections during the McCrory administration. During my service in these various organizations I have personally experienced the importance of Public Safety. It is the hall mark of our society and the Kernersville Police Department is who we call when things go awry. The  members of our Police Department are on the front lines protecting and serving their community while working to stay safe themselves. If elected, I will work to ensure that Kernersville finest continue to receive the very best training and equipment to keep themselves safe as well as our beloved community. It is imperative that we support the one that keep our property and our families safe.

  • Have you ever been involved with local town government or attended board meetings before deciding to run for elected office. How so or why not, and does it matter?

    During the 30 years of residence in Kernersville, I have never been directly  involved with local government or had the time to attend board meetings, primarily due to the simultaneous,  time consuming responsibilities of raising a family, meeting the financial needs of my personal and business customers at First Citizens Bank, and serving my country in the United States Army. During our glorious history, here in Kernersville, past board members have come from various walks of life with various government experience; and although pass experience is important, being able to continue improving the quality of life for each citizen through proper planning and growth and by providing excellent services and protection at an affordable cost is what is most important. Not having government experience could be viewed negatively; however, my military and banking  experience gained while serving in those capacities will more than compensate for my lack of local government experience.

  • What do you believe will be the biggest issue facing Kernersville over the next two years?

    Many high priority issues are ahead of us as Kernersville experiences unprecedented expansion. More people and industry have a growing appetite to locate in Kernersville and make us their home. We welcome our new jobs and neighbors, but we must have leaders that are prepared to manage healthy growth through strategic infrastructural development and implementation of sustainable growth policies. 


    But it’s equally important that we continue recruiting and training a diverse set of leaders to champion these long term goals and initiatives.


    The shifting demographics of Kernersville demands more ethnically diverse community leadership focused on making decisions, and managing town affairs to ensure diversity of thought, inclusion and representation of all residents. An equitable pathway is healthy for the future growth and development of a vibrant community like Kernersville. I would like the opportunity to be a part of that leadership and I ask for your vote.

  • Stormwater runoff remains a concern for residents. How can Town officials better address stormwater runoff issues, especially when private citizens’ properties are impacted?

    The Town of Kernersville Stormwater Division is dedicated to ensuring that the water quality and quantity inside Kernersville  jurisdiction meets or exceed the standards demanded by citizens and I’ll do everything within my authority to support effective policies currently in place. These services are complex and expensive to provide and the inefficient delivery of such can result in the misuse  of valuable resources and ultimately the loss of the public trust.


    I’ll also work in collaboration with private industry to develop additional sustainable growth policies that have manageable impact to public infrastructure. I will invite an all of the above strategy that allows the community to maintain current growth while balancing the economic and environmental needs over the long term through useful green solutions available.


    Lastly I would educate and encourage our great citizens to do their part to reduce pollutants from entering storm drains to prevent localized flooding and improve water quality. Our community deserves it.

  • Where do you stand on the use of taxpayer funds for public/private endeavors, like the YMCA community pool or more recently with the Visitors Center with KÓ§rner’s Folly?

    Public/Private endeavors are a great way to enable the public sector to harness the expertise and efficiencies that the private sector can bring to the delivery of certain facilities and services especially to a growing and thriving community like Kernersville.


    I am a proponent of using taxpayer fund for such community projects; however, in order to provide a collaborative approach and help to deliver innovative services that meet the challenges of today’s infrastructure projects: accountability and transparency must be made available to the residents of Kernersville so they can see what actions are being performed in terms of money being spent and efficiency of operations. Often time performances and financial details are not available to the General Public.


    If elected as Alderman, Transparency, which implies openness, good communication and accountability will be paramount when and if Kernersville participate in future projects of this sort.

  • What is your political philosophy and what is your opinion regarding local government’s role in the life of its citizens?

    According to the Constitution's first three words “We the People”, affirm that the government of the United States exists to serve its citizens. For over two centuries the Constitution has remained in force because its framer’s  wisely separated and balanced governmental powers to safeguard the interests of majority rule and minority rights, of liberty, equality, and justice for all. As an Officer of the United States Army, I took an oath to defend this sacred document and live and abide by it’s content.


    I therefore, believe that local government should generally take responsibility for providing the best police and fire departments, housing services, parks and recreation services, emergency medical services, municipal courts, transportation services and public works (streets, sewers, snow removal, signage, and so forth) for its citizens. If given the opportunity to serve the residents of Kernersville as an Alderman, I will work tirelessly to preserve these rights and services our community is accustomed too.
